Sam is a slow-witted mechanic that “helps” Beavis and Butt-Head in the Season 5 episode “Oil Change”. He is voiced by Mike Judge.
He unwittingly starts a fire at Burger World by giving the duo automotive oil that they intended to put in the restaurant grill. From his dialogue, it is apparent that he was denied employment at Burger World, (which is saying a lot judging by who they did hire).
He also makes a brief appearance at the beginning of "Tired", when the duo jump on the driveway signal bell in front of his shop. He gets irritated enough to threaten them, but settles on letting the two smash an empty soda bottle out back, leading to their discovery of the tire. He can also be seen among the parents in the episode "P.T.A.", likely implying that he's a father.

Sam is a chubby man with wrinkles on his face and has short curly hair. He wears a blue long-sleeved speed suit with a red nametag and gray sneakers.
