Ross and Harlan (also known as The Moving Men) are a pair of white trash criminals who first appeared in "Stewart Moves Away". After breaking into the Stevensons' house, they pass themselves off as moving men to Beavis and Butt-Head and easily trick the moronic duo into helping them rob the place, because they are stupid. They tell Beavis and Butt-Head they should steal the good stuff (that is worth a lot of money) and they break everything else that isn't worth stealing before making their getaway, tell the duo to break everything else, which they do with relish.

In Beavis and Butt-Head Do America they are the overarching antagonists for stealing Beavis and Butt-Head's TV set. This causes Beavis and Butt-Head to go out and look for it and eventually meet up with Muddy Grimes and trigger the other events on the movie. Later, the Moving Men turn out to be the original hitmen that Muddy hired, but they don't know that Beavis and Butt-head took their "job." Ironic, the Moving Men took their TV, causing Beavis and Butt-Head to take their jobs. They also abandoned the duo's TV since they were unable to sell the "worthless piece of crap", and decided to start stealing from rich people. The Moving Men cause Muddy and Dallas to be arrested (including Tom Anderson also) for revenge.

Ross and Harlan have since reappeared in "Tech Support", in which they loot the office building the tech support call center is located in, after Beavis and Butt-Head's antics cause all of Highland to lose power.
