The State Penitentiary is one of the locations in Highland.
Principal McVicker wants badly to send Beavis and Butt-head there. Todd apparently has spent some time there.
Several times it has shown corruption by the staff; the most notable is the warden in Virtual Stupidity when Leroy reveals that they feed the inmates when they feel like it, treat them like animals, refuse to let them take phone calls, and come into their cells and slap them.
Due to lack of care, its cells are often filthy, and often they put three to four inmates in each cell even though most only have two beds. They do not care if an inmate is dangerous or not; they throw them in whatever cell is available, putting other inmates at risk.
It has been shown several times that inmates have escaped the penitentiary.
